At 2019-02-23, approximately 7:00 UTC, iOS and macOS enrollments, emails, SMS and device wakeups stopped working. The issue was resolved at 2019-02-25 7:15 UTC and all emails and SMS that got queued during downtime have now been sent. Device wakeups are again working normally. If iOS or macOS enrollments have been created during the downtime, they need to be recreated in order to successfully complete the enrollments.
